Bottled Water Testing & Enforcement Drive Report

23 August – 19 September 2025

INTRODUCTION Ensuring the safety and quality of bottled drinking water remains a top priority for the Khyber Pakhtunkhwa Food Safety & Halal Food Authority (KPFS&HFA). In line with its mandate to safeguard public health and enforce the Khyber Pakhtunkhwa Food Safety & Halal Food Authority Act, 2014 (amended 2017), the Authority conducted a province-wide Bottled Water Testing and Enforcement Drive from 23rd August to 19th September 2025. The campaign aimed to assess the compliance of bottled water manufacturers with established Pakistan Standards and Quality Control Authority (PSQCA) for both physio-chemical and microbiological parameters. The initiative was led by the Provincial Food Testing Laboratory & Centre for Research (PFTLCR), Hayatabad, Peshawar, in close coordination with the KPFS&HFA’s regional offices and field enforcement teams. The drive involved systematic sampling, laboratory testing, and follow-up enforcement actions against non-compliant brands. By combining scientific testing with regulatory enforcement, the activity sought to ensure that only safe, hygienically processed, and properly treated bottled water reaches consumers across Khyber Pakhtunkhwa. The outcomes of this drive provided critical insights into prevailing compliance levels and highlighted key risk areas. It has also strengthened the KPFS&HFA’s evidence-based approach towards surveillance and enforcement of water safety standards. This report summarizes the findings, actions taken and future strategies to enhance bottled water regulations in the province.
